From 29 October 2026 selling a nicotine pouch to anyone under 18 in the UK is a criminal offence, and giving one away free is banned outright. If you run a gym, a club shop, a hire desk or a venue counter, that is a duty you have never had to carry before, on a product category nobody has explained to you.

What is in the box

A laminated card by the till: which ID to accept, what to say, what to do when someone refuses to show it. Written for a nineteen-year-old on a Saturday shift, not for a compliance officer.

A sticker or product-note wording you can drop into most EPOS systems so the age check fires at the point of scan instead of relying on memory.

Why a venue counter beats a shop shelf
The commercial argument, in the terms a site manager cares about. None of this is a claim about what nicotine does. It is about where the category sells and who keeps the margin.
You set the price
The big pouch brands are price-visible. Your members know what the petrol station charges, so there is no margin left in stocking them. An unlisted brand in a channel with no price reference means your counter sets the price and keeps the difference.
Nothing to police
You already have signs telling people not to vape indoors, and staff who have to enforce them. Pouches produce no vapour, no smoke, no smell and nothing to spit, so they sit inside your existing policy instead of testing it.
No shelf to give up
The unit occupies roughly the footprint of a card reader. There is no chiller, no cold chain and no expiry pressure, and the cans keep for twelve months from production, so a slow first month costs you nothing.
Captive counter, repeat buyer
Members come back two or three times a week and buy at the desk they already walk past. Once a site is stocked, reorders are predictable in a way that no general retail shelf is.

What changed on 29 October 2026
The Tobacco and Vapes Act received Royal Assent on 29 April 2026 and brought nicotine pouches into a proper legal framework for the first time. Three measures affecting pouches took effect six months later, on 29 October 2026. This is a summary for venue operators, not legal advice.
Age of sale is now 18, in store and online
Selling a nicotine pouch to anyone under 18 is a criminal offence. Before October there was no statutory age restriction on pouches at all, which is why many venue counters have no process for this yet. It is also an offence for an adult to buy on behalf of someone under 18.
Free distribution is banned
You cannot give nicotine products away. That rules out the sampling tables and giveaway promotions the category used to rely on, so any trial of the category now has to happen as ordinary retail stock on the counter.
Vending machines are out
Vending machines dispensing nicotine pouches or vapes are banned, with narrow exceptions for certain adult inpatient mental health settings. If you were considering an unattended machine in a gym or a clubhouse, that route is closed in the UK. Staffed counters are not affected.

Do I need a licence to sell nicotine pouches in my gym?
In the UK there is no separate licence for nicotine pouches in the way there is for alcohol. What you do need is a working age-verification process, because selling to under-18s became a criminal offence on 29 October 2026. Requirements differ in other countries, so tell us where your sites are.
Can I put a vending machine in the changing rooms instead?
Not in the UK. Vending machines dispensing nicotine pouches or vapes were banned from 29 October 2026, with narrow exceptions for certain adult inpatient mental health settings. A staffed counter is the route.
Can I hand out samples at an event to get people trying it?
No. Free distribution of nicotine products is banned in the UK from the same date. We do not supply free product for consumers in any market, and any supplier offering to is a supplier worth avoiding.
Is this a performance product for my members?
No, and we will not supply marketing that says so. Nicotine pouches are an adult nicotine product for people who already use nicotine. What makes them sell in venues is practical: nothing is lit, nothing is spat, nothing carries on clothing, and use does not require going outside. We will not give you a health or performance claim, because it would be unlawful and it would put your site at risk, not just ours.
How much counter space does the unit need?
About the footprint of a card reader. Most sites run two strengths of mint plus one fruit to start, which covers the bulk of demand without turning your desk into a shop.
What if it does not sell?
